CIA - Central Intelligence Agency (USA)
NATIONAL INTELLEGENCE AGENCIES OF THE WORLD Ciaemb10

The Central Intelligence Agency - CIA - is a civilian Intelligence agency of the Federal government of the United States, reporting to the Director of National Intelligence, responsible for providing national security intelligence information to senior United States policymakers. The CIA also engages in covert activities at the request of the President of the United States.
It is the successor of the Office of Strategic Services - OSS - formed during World War II to coordinate espionage activities behind Axis Powers for the branches of the United States military. The National Security Act of 1947 established the CIA, affording it "no police or law enforcement functions, either at home or abroad". One year later, this mandate was expanded to include sabotage, anti-sabotage, demolition and evacuation measures...subversion, assistance to underground resistance movements, guerrillas and refugee liberation movements, and support of indigenous anti-communist elements in threatened countries of the free world". The primary function of the CIA is to collect information about foreign governments, corporation, and individuals, and to advise public policymakers. The agency conducts covert operations and paramilitary actions, and exerts foreign political influence through its Special Activities Division. The CIA and its responsibilities changed markedly in 2004. Before December 2004, the CIA was the main intelligence organization of the US government; it was responsible for coordinating the activities of the United States Intelligence Community - IC - as a whole. The Intelligence Reform and Terrorism Prevention Act created the office of the Director of National Intelligence - DNI - , which took over management and leadership of the IC.
Today, the CIA still has a number of functions in common with other countries' intelligence agencies; see. The CIA's headquarters is in Langley, Virginia in McLean, Virginia", Unincorporated area Fairfax County, Virginia, a few miles west of Washington, D. C. along the Potomac River.
Sometimes, the CIA is referred to in government and military parlance as Other Government Agencies - OGA -, particularly when its operations in a particular area are an open secret. Other terms include The Company, Langley and The Agency.

Organization:
Organizational structure of the Central Intelligence Agency
The CIA has an executive office and several agency-wide functions, and four major directorates:
· The Directorate of Intelligence, responsible for all-source intelligence research and analysis
· The National Clandestine Service, formerly the Directorate of Operations, which does clandestine intelligence collection and covert action
· The Directorate of Support
· The Directorate of Science and Technology

It works in cooperation with the Russian GRU, which reportedly deployed six times as many spies in foreign countries as the SVR in 1997. However SVR is reportedly more influential behind the scenes than GRU or the PGU was, especially with regard to defining the foreign relations of Russia. The SVR is also authorized to negotiate anti-terrorist cooperation and intelligence-sharing arrangements with foreign intelligence agencies, and provides analysis and dissemination of intelligence to the Russian president.

The SVR Director is appointed by and reports directly to the President of Russia. The Director provides briefings to the President every Monday and on other occasions as necessary. The Director is also a member of the Security Council of Russia and the Defense Council.
According to published sources, the SVR included the following directorates in 1990s:

Each Directorate is headed by a Deputy Director who reports to the SVR Director. The Red Banner Intelligence Academy has been renamed the Academy of Foreign Intelligence (ABP are its Russian initials) and is housed in the Science Directorate.
Within the Operations Department of Directorate S, there is the elite Special Operations - Spetsnaz Group called Vympel.

Espionage
According to former GRU Colonel Stanislav Lunev, "SVR and GRU (Russia's political and military intelligence agencies, respectively) are operating against the U.S. in a much more active manner than they were during even the hottest days of the Cold War.". From the end of 1980s, KGB and later SVR began to create "a second echelon" of "auxiliary agents in addition to our main weapons, Illegals and special agents", according to former SVR officer Kouzminov. These agents are legal immigrants , including scientists and other professionals. Another SVR officer who defected to Britain in 1996 described details about thousand Russian agents and intelligence officers, some of them illegals who live under deep cover abroad Mitrokhin-2 Recently caught Russian high-profile agents in US.

Cooperation with foreign intelligence services
An agreement on intelligence cooperation between Russia and China was signed in 1992. This secret treaty covers cooperation of the GRU and the SVR with the Peoples Liberation Army’s Military Intelligence Directorate. It was reported that SVR trained Iraq spies during collaboration of Russia with Saddam Hussein. The SVR also has cooperation agreements with the secret police services of certain former Soviet republics, such as Azerbaijan and Belarus.

Action Division

The action division (Division Action) is responsible for planning and performing clandestine operations. It also fulfills other security-related operations such as testing the security of nuclear power plant as it was revealed in Le Canard Encha 1990) and military facilities such as the Submarine base of the Ele Longue, Bretagne. The division's headquarters are located at the fort of Noisy-le-Sec.

Installations
The DGSE headquarters, codenamed CAT (Centre Administratif des Tourelles), are located at 141 Boulevard Mortier in the XXe arrondissement in Paris, approximately 1 km northeast of the Lachaise Cemetery. The building is often referred to as La piscine because of the nearby Piscine des Tourelles of the French Swimming Federation.
A project named "Fort 2000" was supposed to allow the DGSE headquarters to be moved to the fort of Noisy-le-Sec, where the Action Division was already stationed. However, the project was often disturbed and interrupted due to lacking funds, which were not granted until the 1994 and 1995 defense budgets. The allowed budget passed from 2 billion francs to one billion, and as the local workers and inhabitants started opposing the project, it was eventually canceled in 1996. The DGSE instead received additional premises located in front of the Piscine des Tourelles
